Context speaking budgies are budgerigars (budgies, or parakeets) that are believed by some to possess the ability to speak coherently and with a comprehension of what they are saying. Victor was a notable budgie once owned by Ryan B. Reynolds of Ontario, Canada who first received notoriety in 2001. In 2001 Reynolds first released to the press recordings of his bird's apparent ability to speak coherently. The bird appeared to possess a contextual understanding of what he was saying. Since that time, he and his recordings have been featured nationally in both newspaper articles and television segments. Since Victor died in 2000, Reynolds has dedicated himself to the study of "context speaking budgies". He claims to have located at least 10 other "context speaking budgies".

Reynolds' 'transcription' process

In order to 'transcribe' the vocalizations of the birds he studies, Reynolds will first make an audio recording of a bird, then study this recording in detail. If Reynolds' transcriptions are accurate, it would appear that many of a context-speaking-bird's twitterings between its major chirps are coherent statements made by the bird. Reynolds contends that these twitterings are in fact rapidly enounced statements, enounced at perhaps two to three times the rate of normal human enunciations. After carefully listening to the enunciations of several birds and studying Reynolds' transcriptions of these enunciations, it appears that

either Reynolds must be performing astounding critical research, or else Reynolds must have somehow intentionally constructed an elaborate and convincing hoax. To date, Reynolds himself is the only person who has "attuned" his ear to these budgie-enunciations. He seems to be able to distinguish various enunciations that others might not readily distinguish. He credits this to his ten year stay in the Communications and Electronics Branch of the Canadian military where he was a skilled radio operator and expert in Morse code in which he won the trophy for the top student in his class in trades training. Still, many of the enunciations upon which Reynolds bases his work are clearly intelligible to the lay person.

Laboratory verification of claims still pending

Reynolds' work has yet to be subjected to rigorous scientific scrutiny, and some who are skeptical of Reynolds' work have expressed views that this may all be an elaborate hoax. Clear scientific proof is lacking to either prove, or to disprove, the veracity of Reynolds' claims. Should Reynolds' findings ever be subjected to true laboratory level scrutiny and then confirmed, they would undoubtedly have very far reaching and wide ranging ramifications in the fields of linguistics, neuroscience, psychiatry, human psychology and comparative (animal) psychology.
